Catching cheats and crooks at the U.S. border is the goal of US-VISIT, the program that fingerprints and photographs visitors to the United States. In excess of 15 billion dollars has been spent on the endeavor. Who's been apprehended? About a thousand miscreants, says the Department of Homeland Security, but admittedly no terrorists. Most of those caught are guilty of immigration violations. That means that for every arrested person under US-VISIT — including hapless Pedros and Enriques from south of the border — you and I shell out (drum roll please) 15 million dollars.
