Safety first, so we can't have some geezer boarding a bus with a paint can in his hand. Goodness knows what he might have in mind with such a weapon of mass destruction. From the U.K. Sun:
An elderly heart patient was kicked off a bus in the rain for carrying a tin of paint. Grandad Brian Heale, 73 — who bought the antique cream emulsion for a DIY project — was told it broke new health and safety rules. The RAF veteran, who suffers from shortness of breath, found himself stranded because he could not carry the tin home. He took shelter in a cafe — where the owner gave him a lift. Brian who had caught the No9 bus in Cardiff, told yesterday how the driver ordered him: "Sorry, you’ve got to get off." He said: "I thought he was joking. But he parked the bus and called head office. Then he told me carrying the paint was against new health and safety regulations. It’s crazy." Under the new rules paint is classed as a "hazardous article" and can only be carried on buses if it is in a bag.

This sounds stupid - but what does this have to do with WMDs? Don't need to connect *everything* with the American FUD policy.
