This isn't even particularly new. When I graduated from high school in 1994, there was no such official policy, but the principal interrupted the graduation ceremony in the middle to complain about too much "hand gesturing" from the students who were graduating.

That guy was a COMPLETE nanny statist. He would have been better working at a prison...

BTW: this was in Jacksonville, FL.
