While the cow thing is stupid bureaucracy in action, the splashing isn't.

If you walked up to a bunch of kids who were minding their own business and threw several buckets of cold, dirty water on them, wouldn't that be considered an attack? Considering that these douche's did it on purpose, I don't see any difference. (If it were accidental, that would be an entirely different thing.)

Hittman, you don't recognize a difference between a deliberate assault and being the *victim* of an obvious hazard? If you're waiting for a bus, don't stand right up next to the curb where there is a large puddle. It's one of those lessons competent people only learn once.

I assure you that what the "happy splashers" did is very dangerous. I use to love driving through puddles until one time I hydroplaned into the curb, over it and into a tree at about 45mph. My cherokee was destroyed and I would have killed anyone standing on the curb. Fortunately there was nobody there. I'm an ardent minarchist but this very dangerous.
